Asphalt Sealcoating in Papillion, NE

Papillion was platted in 1870 when the railroad was extended there, and it takes its name from the butterflies French explorers reported along the banks. It is now the Sarpy County seat, and it grew from 24,159 residents in the 2020 census to an estimated 25,127 in 2025. The housing is young by metro standards: the Census Bureau's 2020-2024 estimates put the median unit at 1991, with about a quarter of today's homes built in the 1990s and another 22 percent in the 1980s. Many of those driveways are now at the age where gray surfaces and cracks arrive together.

The city also runs its own streets on a plan, a useful model for homeowners. It assessed the condition of its roughly 340 lane miles in 2018, built a 10-year maintenance plan from the results, and uses joint sealing, milling and an ultra-thin asphalt surfacing to keep good streets good, reserving reconstruction for pavement past that point. The same approach, scaled down, is what an asphalt maintenance plan does for a driveway or an HOA street.

Papillion ground, weather and permits

Papio Creek runs through the middle of town, part of the 402-square-mile Papillion Creek watershed that the city manages with Omaha, Bellevue, La Vista and others through a partnership formed in 2001. Creek bottoms in eastern Nebraska carry silty alluvium of the kind the USDA describes as the Kennebec series, with a frequently saturated zone about three to six feet down. Winters follow the Eppley record of 96.7 freeze-thaw days, and the Street Division's standard is to clear every street in the city within eight hours of the end of a snowfall.

Permits come with any replacement. Papillion issues a Drive/Patio permit that requires a site plan with the online application, and it requires a Public ROW permit for all work in the city right-of-way, with separate submittal requirements for curb cuts and grinds. Sealing an existing driveway leaves its footprint unchanged, but a widened driveway or a new approach does not. Before any digging, Nebraska law requires a one-call notice at least two full business days ahead, and no more than ten.

Questions

Papillion FAQs

Does Papillion require a permit for a new or wider driveway?

Yes. The city's Drive/Patio permit is applied for online and needs a site plan showing the work. If the job reaches the street, the approach and any curb cut or grind are work in the public right-of-way, and Papillion requires a Public ROW permit for all such work, with its own submittal requirements. Resealing the existing surface does not change the footprint, so it is a different conversation.

Should a 1990s Papillion driveway get crack filling or sealer first?

Crack filling. SealMaster's order of work puts cleaning and filling cracks before any coat, and the ideal air temperature for hot rubberized filler in cold-winter areas is 45 to 65 degrees, which at Eppley points to April or October. Sealer follows in the warm window from late May through September. A driveway built in the 1990s has been through three decades of freeze-thaw, so expect crack footage along edges and joints.

Can Papillion driveways be sealed with coal-tar products?

Yes. No Nebraska city, county or state appears on the national list of coal-tar sealer bans kept by Coal Tar Free USA, so the product is legal here. It is also the one with the environmental questions: coal tar is mostly polycyclic aromatic hydrocarbons, and studies tie coal-tar sealants to PAH levels in streams. With Papio Creek running through town, some owners choose asphalt emulsion or acrylic instead.
